The measure encourages dog and cat breeders to get their state licenses by Sept. 1 and also sets up a revolving fund to pay for the care of any confiscated dogs and cats. The measure abolishes the Board of Commercial Pet Breeders and transfers its duties to the Agriculture, Food and Forestry Department.
